It is like Yellow pages for Facebook. You can see 3 different tabs bearing the label people, pages, and places. Simply browse through the letters as if you are searching a directory or run a search by entering the name of people/ business name in the search box.

So you can do the Facebook search for people without logging in but there are limitations. Since all these methods use Facebook API, results can only show you the things that are set public.
